Mitchell was born on February 17, 1954, son of the late Richard Crowell Penny and Elizabeth Godwin Penny.
Graveside service will be conducted at 10:00 a.m. on Wednesday, July 23, 2025 at the Fowler Cemetery (Dalton Fowler Lane) in Whiteville.
The family will speak to friends following the graveside service.
The surviving family includes his wife, Sharon Fowler Penny; son, Kevin Matthew Penny; sidings, Kathrine Tillman, Houston Penny and wife, Janice.
