Joe was born on July 20, 1965, son of the late Frankie Thoams Rich and Peggy Kelly Rich.

The surviving family includes his son, Lewis Eugene Rich of Chadbourn, Joe Frank Rich, Jr. of Evergreen; daughter, Victoria Spivey of Myrtle Beach, SC; siblings, Cathy McKee of Whiteville, Debbie Smith of Tabor City; grandson, Grayson Joe Rich, and several other additional grandchildren.
